Study On The Construction Of "3+N" Social Pension Service System In Heilongjiang

In 2005,Heilongjiang entered the aging society,with the improvement of the life expectancy of the population,the migration of the labor force and the birth rate,the degree of aging is becoming more and more serious."Old before rich" restricting economic revitalization,the high dependency ratio caused by overall social burden,lack of support has gradually become the focus of current social problems,social pension service increasing pressure,management mechanism and aging does not adapt,which seriously restrict the economic and social development in Heilongjiang province.In order to accurately grasp the current situation of the development of the social old-age service system,starting from the "city endowment" to old-age service system of city as the research object,using literature analysis,comparative analysis,questionnaire survey method,the study object to study and problems.In this paper,in-depth analysis of the existing old-age service system in Heilongjiang city social problems and causes,and combined with the survey of elderly people in Harbin city pension demand and the elderly pension results,put forward to build the pension service system to adapt to the situation of the city and the "3+N" model of society,and around the construction of the system put forward the targeted countermeasures.The main problems of the urban social pension service system in Heilongjiang are: the lack of social service for the urban home care,the asymmetry of the service and demand of the urban community,and the low level of the overall development of the pension institutions.The reason for these problems is that the government's leading role is not obvious;the allocation of government resources is unreasonable;the public understanding of the deviation.Through the demand survey of elder people in Heilongjiang City concluded: City home-based care services in the initial stage;the elderly,disabled elderly attention to carry out home-based care services are more diversified;the needs of the elderly can not be met in the current social pension service system framework.Comprehensive,diversified pension model is bound to become a trend.According to the situation of Heilongjiang Province,starting from the needs of the elderly,put forward innovative efforts to build social old-age servicesystem 3+N.The "3+N" system of social services,with the "home care,community care,pension institutions" as the social old-age service system of the three foot,propped up by the combination of medical care,pension,culture house-for-pension scheme,migratory birds pension,mutual aid pension and other "N" cast a heavy element.Ding three feet correspond to meet the needs of the bottom of Pyramid,and N is to meet the corresponding level of Pyramid.Based on the problems and causes analysis of the existing system,from multi-level to meet the pension needs of old people as the starting point,put forward the Countermeasures for constructing the system: one is to improve the city social endowment service system;the two is the establishment of diversified service support system;the three is to strengthen the management and supervision;four is to optimize the social development environment.
