Problems And Countermeasure Of Pudong New Area Social Pension Service In Shanghai

China has entered the aging society in 1999, aging population will bring some new contradictions and pressures, and it gives new challenges to the development of the economy and society. The number of elderly people that are disability compeletely or partly increases quickly. Shanghai is one of the earliest cities to enter the aging of the country, and 9073 pension service pattern is proposed in Shanghai first. It promotes the healthy development of pension services from the overall planning, target positioning, system design, standard specification, safeguard measures and other measures to actively.Pudong New Area of Shanghai is an important population into the region, attaches great importance to the development of pension services there. In the early of " 11 th five-year plan " period, the principle of "government leadership, department coordination, social participation, public assistance" is put forward, old-age care as a basic public services is promoted as a whole. With the joint efforts of all parties, they build a pension service system of home pension endowment with the combination of services and institutions in the new district, and the system base on the family and community and supported by institutions,The study is based on the definition of social pension service and the construction of social endowment service in Shanghai. We use "9073" endowment service pattern as a starting point and base on the actual situation of Pudong. Begining with macroscopic and microscopic aspects, We focus on three integral parts-home pension endowment institutional pension and Community endowment. We regard the old peoples'actually demand as the starting point, analyze the actual effect of the new area of endowment service measures, the existing problems and the insufficiency of pension services, study and improve the new social endowment service targeted policies and recResearch shows that the supply and demand gap of social pension services in Pudong New Area has slowed down, and the quality of service needs to be improved, and the preferential policies need to be improved. In view of the existing problems, we give advice from three aspects, such as supply, security, operation management and so on.
