The development of the globalized economy has broken the traditional concept on national boundaries. Considering that economic integration has triggered the demand on international talents, various countries now are vigorously promoting the policy of international talents training in order to guarantee the driving force for national development.During the process of talents cultivation, the cultural communication and non-government diplomacy between different nations have also been improved, which has a very positive effect on nation image building. Therefore, there is a fierce competition for international talents training policy among countries in the world today. Different countries work hard at learning advanced technology and administration form from developed ones. South Korea is no exception. Under the trend of global integration, South Korea, as a peninsula country with poor natural resources, has a more pressing demand on advanced technology and talents. So from the1970s, its government has vigorously launched a series of international talents training policies.This thesis focuses on the representative State-financed overseas study system and the implementation of the Project of one hundred thousand international talents cultivation in nowadays South Korea talents training policy. It also evaluates these two policies from the current employment states of talents at home and abroad. The Project of one hundred thousand international talents cultivation is a current and generalized event in which people of the whole nation participated together. This thesis will also put forward some suggestion for its improvement.
