As the battlefront of international talents competition, trend of Shanghai talents international development is not only the inevitable choice of Shanghai economy and society development, but also the inevitable trend of that Shanghai succeeded in applying for world's fair, and Yangtze River delta developed economic integration. Proceeding from itself development, the study on international talents development is the inevitable demand of that the goals of Shanghai "Four-Center" and constructing modernization cosmopolis, and is the inevitable choice of that Shanghai advancing international competitive and the economic globalization in the world, and also is the material demand in the course of our country joining in the WTO. After expatiating on the study meaning, the text discusses Shanghai international talents development in the following four chapters.First chapter defines correlative problems about international talents. Firstly, beginning with the concept of talents, it makes clear the criteria for measuring talents, and builds up the scientific talents view that talents resources is the first resource. Secondly, it defines the basic quality of international talents, being established in the reality of Shanghai talents resources development, in order to discuss the five kind objects which constitute international talents. In the end, it expatiates the theoretical basis of international talents development form the two aspects that the theory of talents strategy and human capital.Second chapter on the basis of analyzing the strategic program of Shanghai international talents development, it analyzes the stage and quantized goals, and takes talents composition internationalization, talents quality internationalization, talents activity space internationalization, talents market running internationalization as the major content. At the same time, it analyzes the actuality of Shanghai international talents development concretely. It affirms the achievements from the system of Shanghai talents policy and community services, then from the quality and structure of international talents and activity space of overseas talents to introduce the problems in the development progress.Third chapter and fourth chapter is the countermeasures part. Aiming at the problems of international talents development, they search the strategies severally in the point of overseas talents and indigenous talents. Third chapter discusses the strategies of bringing in high overseas talents, which perfects service security and feedback and motivation systems to increase potency dimension of bringing in high overseas talents, to promote benign development of international talents, then to strengthen the validity of international talents development work. Fourth chapter discusses the strategies of cultivating indigenous talents, which advances the principle, and advances schooling and vocational training internationalization on the basis of comparative analysis about cultivating international talents patterns of other countries.
