Since the beginning of the 21 st century, the world has entered the era of knowledge-driven economy from the era of industrial economy. Hence, the most vital idea currently has been the philosophy of progressing and developing by making innovations. According to the Report to the Eighteenth National Congress of the Communist Party of China, the strategy of innovation-driven development should be implemented. Moreover, the fourth session of the tenth Sichuan Provincial Party Committee pointed out that innovation-driven development was the fundamental measure for promoting transformation and upgrading and strengthening the endogenous growth power. While its subject is enterprise, its key is the talents. Practices of the developed countries and regions indicate that talents are the subject promoting and making innovations. Therefore, the key to innovative economic development is talents, particularly innovative talents which are the core elements of innovative activities. In spite of its adjoining Chengdu City, its location in Tianfu New Area, and its famous Dongpo culture, Meishan City lags behind Chengdu City and other cities around in city influence, economic strength, environmental facility, and comprehensive supporting facility. As an integral part and the coordination area of the State-level Tianfu New Area, it is of great significance for Meishan City to attract and train a large number of innovative talents so that it can seize the opportunity to achieve the leaping economic development in the future.Attaching more and more importance to training innovative talents, Meishan Municipal Government has made a series of policies on innovative talents with local characteristics in the recent years for the purpose of enhancing economic development with great personnel policies. However, the investigation and data collected show that the effect of these policies is not satisfactory. Specifically, innovative talents cannot play the dominant role among personnel of various types;they cannot put their innovation ability to full use[1]; they and their achievements gain insufficient recognition from society. Theoretically, the policies on innovative talents, as public policies, follow the general rule of the public policy cycle. This means that they play their role by following their orientation and producing actual effects. Therefore, in order to achieve the best result, Meishan Municipal Government should base the innovative talents policies on the local conditions and ensure that they are right and explicit through scientific, reasonable policy making, implementation, and feedback.Based on the reflections on the current policies’ poor effect, Meishan Municipal Government’s policies on enhancing innovative talents training and their effect are analyzed by adopting the method of policy analysis. Public Policy Cycle Theory is utilized as the core theory accompanied by the Human Capital Theory, the Innovation Theory, and the New Public Management Theory. Firstly, the underlying reasons for the poor effect of these policies are explored through policy orientation analysis. Secondly, a policy system composed of the policy subject subsystem, the policy supporting subsystem, and the policy feedback subsystem is constructed. Finally, some constructive suggestions are proposed to guarantee the realization of innovative talents policies’ goals and provide references for the scientific innovative talents policy making of small and medium-sized cities like Meishan in China.
