Evaluation has the functions of discrimination and diagnosis, but its function of incentive motivation is of greater importance. This research is aimed to diagnose the Maths teachers’present teaching situation and identify the levels of their teaching proficiency by means of developmental evaluation on their class teaching performance in junior and senior high schools. This research attempts to set up the professional development sequence of class teaching of junior and senior high school Maths teachers, thus trying to explain that the main purpose of developmental evaluation is to promote teacher’s professional development and further to improve students’learning quality. All the original resources and data are obtained from the questionnaires of some Maths teachers in five districts and by observing the class teaching and interviewing the trainees of Wang Hua Maths Workshop. The resource analysis and data processing have applied the quantitative and qualitative studying method.The findings of the research are as followed:1. Maths teachers’professional development must experience three stages (greenhand, skilled and mature) and class teaching evaluation should be varied accordingly;2. We should establish classify and refine evaluation standards on the basis of class teaching evaluation, thus a new pattern "re-evaluation-, classification and division" has designed;3. Maths class teaching evaluation should be relative evaluation, not absolute evaluation, and quantitative and qualitative analysis evaluation should also be combined;4. Maths teachers’proficiency presents in their professional spirit、cultural quality、value and many other personalities in addition to all the visible factors the teacher presents on class;5. The features of "a good Maths lesson" focuses not only on teacher’s good teaching performance, but also on students’positive responses;6. Concept class teaching is one major lesson type to reflect teacher’s teaching expertise.
