To promote national hope is education, to promote educational hope is teacher. The promotion of educational quality cannot leave the good team of teachers. From the middle of 1960s, many countries have achieved the unprecedented altitude to the attention of teacher's quality. Since the 1980s, As an effective way to enhance teacher's professional status and synthesis quality, teacher's professional development has become the hotspot and the central subject of contemporary educational reform day by day.The effective evaluation of teachers' professional development is an indispensable part to professional development. The good evaluation can provide correct, reliable information, provide helpful decision for professional development, it is benefit to all teachers. The evaluation can record the information in the process of professional development, judge the value of these activities to teacher's growth, and provide the suggestion for the improvement. The evaluation can stimulate the reconsidering, promote their growth. So, to promote the professional development by the evaluation becomes important topic for superintendent and general teachers.This research is precisely based on the present situation of the evaluation of professional development of primary and secondary school teachers in China, discusses how to better implement evaluation of teachers' professional development, hopes to advance professional development of China. It is mainly divided into five parts as follows: The first part gives the definitions related to evaluation of teachers' professional development; The second part introduces the development survey of various countries and the development path of China about the evaluation of teachers; The third part gives detailed elaboration to the main content and basic principle of evaluation of teachers' professional development; The fourth part analyzes the present situation of the evaluation of professional development, has carried on the comparison to the present rewarding and punishing evaluation system or developmental evaluation system; The fifth part proposes the thought which two kind of evaluation systems should be unified in our country; profits from overseas model of evaluation professional development, discusses model of evaluation professional development and implementation steps in our country taking the classroom instruction evaluation as the example); and puts forward several proposals how to effective implement evaluation. Among them, the third part, the fourth part and the fifth part are the main content of this thesis.
