Today the essence of world competition is the competition of talents, especiallyfor Sci-Tech talents. Sci-Tech talent is an important manifestation of the comprehensivestrength of a country, also is a key factor to promote science and technology into practicalproductive forces. China has always attach great importance to human resources work.Since the Reform and Opening-up, thanks to implementation of the “Science andEducation Strategy” and the “Talents Strategy for Powerful Nation”, China’s overallstrength in science and technology has been greatly improved, forming a large Sci-Techtalent team. China has already been a Sci-Tech talent superpower in the world, but farfrom being rich in human resources. Comparing with developed countries, China stillfaces serious Sci-Tech talent shortage. Inner Mongolia belongs to China’s economic andtechnological underdeveloped areas. Over the past few years, Inner Mongolia hasachieved a rapid economic expansion through introduction of large projects and naturalresource exploitation. But fundamentally speaking, Inner Mongolia’s economicdevelopment mainly relied on cheap labor, resources, energy and other factors.Technological innovation and intellectual capital has not yet become the driving force ofeconomic development.Firstly, Based on domestic and international human resource theory, InnerMongolia’s Sci-Tech talent status-quo and its influencing factors are analyzed in thispaper. Strength, weakness, opportunity and threat of Inner Mongolia’s Sci-Tech talentdevelopment policy is discussed.Secondly, A model combining advantages of linear regression and GM (1,1) grayprediction algorithm is developed to avoid inaccuracy of a single model, and this modelis used for forecasting of Inner Mongolia’s Sci-Tech talents number in the coming years.In the end, Combine the results of the SWOT analysis and the combined modelforecasting, and analyze the results in mathematical coordinates quadrant, then a defenseand growth strategy is established. According to Inner Mongolia’s own feature, thispaper proposes clear the appropriate safeguards to support and improve the implement the strategy, also for strategic focus of Inner Mongolia’s Sci-Tech talent strategy.
