In October 2015,the State Council issued the "Overall Plan for Comprehensively Promoting the Construction of World-Class Universities and Disciplines",referred to as "Double first-class" construction,which will promote the continuous development of China's higher education to a new level.Subsequently,the state promulgated a number of relevant documents,including the reform of talent system and mechanism,the streamlining of administration and power delegation,and the reform of professional titles,in order to promote the construction and improvement of the higher education governance system,and gradually form a modern university system leading the world level.Under the background of "Double first-class" construction and global economic integration,high-end talents and technological innovation play a crucial role in regional productivity development,economic scale growth and economic structure optimization.The talent agglomeration in higher eduacation and the focus on technological innovation in high-tech industries will promote the development of the new economy,stimulate more economic vitality,and promote the development of the world economy.Therefore,this paper first sorts out the related theories and research literatures of "Double first-class" construction,higher eduacation talents gathering and regional high-tech industry development.On this basis,this paper analyzes the current situation of talents gathering in higher eduacation and the development of regional high-tech industries under the background of "Double first-class" in China,and explores the mechanism of the coordinated development of the two in the context of "Double firstclass".Then,this paper constructs a model of coordinated development of university talent pooling and regional high-tech industry under the background of “Double firstclass”,and uses the distance coordination model to measure the coordinated development of the two.The results show that the coordinated development degree of higher eduacation talent agglomeration and regional high-tech industry continues to rise under the background of "Double-first-class" in 2011-2017,but the overall level is low.The grey relational model is introduced to find out the key factors affecting their coordinated development.The results show that the quality and structure of talent agglomeration in higher eduacation play a key role in their coordinated development.The potential and scale of talent agglomeration in higher eduacation play an important role in promoting their coordinated development.The structure and quality of high-tech industry have a strong promoting effect.The exploratory spatial data analysis model is used to study the spatial distribution characteristics of the two.The results show that the coordinated development of the two has positive correlation in spatial distribution.Among them,Jiangsu,Shanghai and Zhejiang are diffusion effect areas,Sichuan and Gansu are polarization effect areas,Anhui and Jiangxi are transition areas,Xinjiang,Qinghai and Tibet are low-speed growth areas.Finally,according to the empirical results,some countermeasures and suggestions are put forward,including accelerating the innovation of "Double-first-class" higher eduacation talent system,continuously training excellent talents,improving the competitiveness of regional high-tech industry,enhancing the attractiveness of high-tech industry talents,strengthening regional resource sharing,and promoting the coordinated development of universities and hightech industry.
