Shandong universities (colleges) sports stadiums and gymnasiums are numerous in quantities, large in scales, and complete in items, are an important part of universities (colleges) sports resources, and are good places to teach, exercise and comepete for numerous teachers and students. They play important roles in building up people’s body, enhancing the level of competition, and strenghening the communication between teachers and students.However, we must realize that, though Shandong universities sports stadiuma and gyms hold the numerous, large and complete character, the usage rate of resource use is low, the operation and management is disorder. Therefore, the contradictions between the waste of many stadiums and the need for stadiums of people are more and more conspicuous. Morever, with the promotion of our provincial comprehensive strengh, people attach high importance to physical exercise. The conflicts between functional specialization of sports stadium and diversification of people’s exercise are also more and more conspicuous.Therefore, this article is aimed at making reseraches of the usage of sports stadiums and the operating and management wholy in order to overcome low usage rate and management confusion, to meet the urgent need for stadiums, and to fulfil the change from sports large province to sports strenghening province.
