The construction of community public sports service system is an important partof the Chinas social structure and social system in the new era and it is the key pointand difficulty focus and difficult point in the construction of the national fitnesspublic service system. To speed up the construction of community public sportsservice system is comprehensively implement the spirit of the fifth plenary session ofthe17th CPC Central Committee---"To vigorously ensure and improve peopleslivelihood, gradually perfect it and accord with the national conditions, make it morecomprehensive, covering both urban and rural areas, construct a sustainable basicpublic service system, improve the ability of government to protect and promote theequalization of basic public services”; to speed up the construction of communitypublic sports service system is comprehensively implement the major strategicdeployment to gradually improve the basic public service system of covering bothurban and rural residents, raised in "Recommendations of the CPC CentralCommittee on the Formulation of the12th Five-Year Plan for National Economic andSocial Development" As the "basis points" of public sports service system--theoperational efficiency and effectiveness of community public sports services plays animportant role in improving peoples living standards and quality of life and is oneimportant symbol of the improvement of the urban community residents happinessindexFor a long time in the supply of public services, lack of civic participation andweakening of civic sport demands expression is one of the important causes, whichleads to uneven distribution of public service resources and the deterioration of thesupply contradiction of public services at the present. In order to get out of thisdilemma, to effectively stimulate the vitality of the community residents to activelyparticipate in community public sports service supply is needed. This thesis focuseson the case study on the development of community public sports services in JinganDistrict. Through questionnaires, individual interviews, field study and othermethods, the purposes of the thesis are to know the current situation, operational mode and bottlenecks in development during the construction of community publicsports service system in Jingan District, look for endogenous development path forcommunity public sports service, construct endogenous development paradigm ofcommunity public sports service, perfect the mechanisms of endogenousdevelopment momentum in the public sports services in the community, improve thesecuritysystem of endogenous development of community public sports services,promote the organic fusion of endogenous development and exogenous supply ofcommunity public sports services, improve the supply effect and efficiency of publicsports service system and provide reference for the perfection of the construction ofcommunity public sport services in the developed areas in China.
