Since the reform and opening up, the development of education takes a more andmore obvious part in promoting China’s economy. People gradually realize theimportance of education and put forward the strategies of science and education, aswell as talents to produce powerful nation. While the compulsory education as thefirst stage that people receive education has laid a foundation for us to accept anyeducation forms in the future, and shows its important position in education. However,due to historical, economic, policy and other aspects of development are notsynchronized, so that compulsory education in China doesn’t develop itself withbalance, which is especially obvious in rural areas. Therefore, studying the presentsituation of compulsory education non-balanced development in rural areas of China,analyzing the causes of such problem, and then putting forward policyrecommendations to promote the balanced development of compulsory educationhave an important theoretical and practical significance for speeding up the relatedprocesses of the balanced development of compulsory education in China.Based on the basic theory of compulsory education, combining with the analysismethod, I study the balanced development of compulsory education in rural area.Firstly, This paper shows the importance of balanced development of compulsoryeducation; Secondly, this paper analysis the present situation of our rural compulsoryeducation’s development; Then use the data of per capita education expenditure,which from1999to2008, to found that there existed in non-balanced developmentincluding unbalanced regional development and unbalanced urban-rural areadevelopment; At last, according to the frontal analysis, the fifth part provides thedetail method and some effective policy advices.This innovation is mainly reflected in the following two aspects:(1) Fromprocess on hand, it is found that the unbalanced development theory on the questionof rural compulsory education is not systematic and profound. And this articleattempts to reveal influence factors of the balanced development of rural compulsoryeducation and the implementation mechanism of the related factors based on thebalanced compulsory education of rural area and human resources.(2) Because of thatthe quantitative research of the balanced development of rural compulsory educationis not enough, this article establishes measuring model by using the relevant statistical data from1998to2009, to empirical test some factors that affect China’s ruralcompulsory education balanced development. According to the question and based onthe relevant theoretical and practical basis, this article puts forward policy suggestionto resolve the problem of non-equilibrium.
