With the development of reform and opening,the gap of economic level becomes larger and larger among regions,urban and rural.The imbalance of educational level becomes stronger among cities,counties,towns and schools,because the different level of investments made on education by local governments.In September 5,2012 the State Council issued the "on further promoting the balanced development of compulsory education",which states the responsibilities of local governments and the following goals of promoting the balanced development of education.Since the announcement of the"Development plan in Hubei province to promote balanced compulsory education in the county" made by Hubei Province in 2011,Wuxue city passed the acceptance check from the government about the balanced development of compulsory education on December of 2015 after the initial investment.From 2011 to 2016,the development situation shows characteristics,trends,reasons through the progress of balanced development strategy.The analysis of the urban and rural schools will reveal the imbalance resources allocation in urban and rural,rural compulsory education and provide policy recommendations.Following the above thinking,the paper contains seven parts:Part1:Introduction,which introduces the research significance,purpose,related research status,research methods and ideas.Part2:Introducing the research tools for evaluation of balanced development of compulsory education in county areas.Part3:Introducing the research object:the basic situation of Wuxue city,and the research process of the city's basic educational situation.Part4:Introducing the current situation of balanced development of compulsory education in Wuxue.Part5:Introducing the current situation,existing problems and reasons of different levels in the process of promoting the balanced development of compulsory education in Wuxue.The problems are the school scale shows two polarization tendency,the teacher distribution is uneven,the wrong policy direction aggravates the gap between the large-scale school and other school.The reasons are education resources to connect imbalances.The structure of teachers in the city schools is stable,and the structure of the teachers' team in the township schools is unstable.Lack of scientific planning and foresight in school construction.The policy trend of "collectivized running schools" and"university campuses" has further widened the gap between schools.The construction of special schools is not enough.The lack of development of the private education has not provided a strong complement to the public education.Part6:Putting forward the countermeasures and suggestions to narrow the gap of the school.Strengthen the interpretation of policy,the positive guidance of public opinion.Improve teachers' balance and open the education mode.To initiate and develop township special schools.Reasonable research and accurate planning of school layout.We will vigorously promote the sound development of private education.
