With the development of knowledge economy, talent became the first resource to promote social and economic development. The government have the task of talent management as the core of social management. The development of economic globalization aggravate the talent flow, also increased the government’s talent management pressure, it is urgent for the government to update the idea of talents, and enhance the level of talent management performance. As management expert said the key is evaluation, if you cannot measure it, you cannot control it, if you cannot control it, you cannot manage it, if you cannot manage it, you cannot improve it. The key to improve talent management performance is to establish a performance evaluation index system of talent management.In recent years, the government established a series evaluation mechanism of talent management that promote the progress of talent work. However, the current evaluation mechanism is still have problems such as appraisal system is not perfect and lack of local characteristics.This paper based on a lot of investigation,aimed at construct a index system that can evaluate the government talent management objective and effective.
