It is necessary to accelerate the flow of talents in universities.In recent years,Chinese universities have been poaching the talents who has academic titles with great money,which has led to the disorder of talent flow.Therefore,the management of talent flow needs to follow the rules of academic market,and should be market-oriented rather than regulated by administrative management.This paper establishes a new concept of flow performance,which aims to effectively curb the utilitarian tendency of the talent flow in universities.This study establishes a new concept of flow performance,in order to effectively curb the utilitarian tendency of talent flow in universities.By reforming the traditional performance evaluation methods,it tries to promote the talents mobility in universities by using a scientific performance evaluation index system,so as to propel the connotative development of higher education.A large number of literatures on the trend of talent flow in universities,multiple factors affecting talent flow,performance evaluation of talents in universities,and the relationship between talent flow and performance evaluation have become the basis of the study on the performance evaluation index system of talent flow in universities in China.Through the analysis and exploration of the existing literature,this paper finds out the shortcomings of traditional performance management in the evaluation of university talents.Based on stakeholder theory,social network theory,field dynamics theory,group knowledge innovation theory and bounded rationality theory,"theory bundle" is established as the theoretical guidance of this study.On the basis of distinguishing and analyzing the existing performance connotation research,this study defines and describes the connotation and essential characteristics of talent mobility performance.By means of literature analysis,questionnaire survey and interview,this paper analyzes the current situation of talent flow in Chinese universities,looks for the root cause of problems in current talent flow and performance evaluation as well.Combined with the investigation results of the current situation of talent flow in universities,this paper puts forward three dimensions of education,society and economy to construct the performance evaluation index system of talent flow in China.Three first-level indicators of teaching and scientific research,social services,economic cost and benefit have been established.In particular,the indicators of talent development potential have been separated as an investigation of potentialperformance,as well as a new paradigm of performance management and evaluation under the leadership of bounded rationality has been formed.At the same time,the three-level index database is selected and established.The weights of evaluation indexes were obtained by the AHP method.This study suggests that we should fully understand the significance of the flow of talent performance evaluation in universities.In the implementation of the flow performance evaluation,we should grasp three principles,improve the evaluation mechanism,deal with the four problems in the implementation of the flow of talent performance evaluation,and coordinate the the multiple benefits subjects of universities with the flow of talent performance evaluation.The performance evaluation of talent flow in universities can optimize the efficiency of talent resource allocation and is of great significance to deepen the reform of higher education.The performance evaluation of talent flow in universities reflects the performance governance of multiple subjects.Therefore,it can coordinate the interests of all parties concerned in the university and implement their respective performance responsibilities.The evaluation index system is designed from educational,social and economic dimensions which lays a foundation for comprehensive,scientific and objective evaluation of performance and promotion of talent flow in universities At the same time,this paper puts forward the development potential index as the evaluation of the potential performance of mobility talents,which reflects the pursuit of bounded rationality.This paper suggests that the effective implementation of the university talent flow performance index system needs to form a cooperative governance situation of talent flow performance under the leadership of the government.This paper has 22 figures,47 tables,and 253 references.
