From the shocking SARS epidemic in2003to Yichang Bridge collapse in Henan on February1st,2013, Public Crisis Management has always been the focus of our governments, the people and academic circles. Chinese institutions of higher learning, its organization, staff structure, cultural atmosphere and other internal factors, which are in the stage of social transition, are highly influenced by the society, politics and economy. With the development of society and the deepening of reform, various complicated incidents happen in colleges, which urgently require colleges to establish a mechanism, institutions and law of a healthy and powerful crisis management to efficiently prevent and handle emergencies. Therefore, to further enhance colleges’ ability to respond to emergencies is the background and motivation of this paper.With the in-depth study of "One case, three systems", China has initially formed the emergency management system with Chinese characteristics which shall be treated as the basis when we try to build emergency management system in colleges.Starting from the cooperation concept of governance theory, this paper tries to analyze the relationship between multivariate participating subjects. By comparing multiple collaborative mechanisms of emergency management in foreign countries, criticizing the problems in existing mechanisms in Chinese colleges and universities, analyzing potential reasons and learning from advanced experience, this paper tries to integrate the collaborative governance methods of colleges and universities, government and society, and propose suggestions on building multiple coordination mechanism based on the specialty of emergencies in colleges and universities.On the basis of empirical analysis, this paper points out that the participating subjects responding to emergencies in colleges and universities shall transfer from college-oriented mode to multi-participant mode. Multivariate participating subjects mainly include colleges and universities, government and social forces. Firstly, the responding subjects should be diversified. The universities should always be dominant in multi-collaboration of emergency management in colleges and universities. Secondly, the responding systems should be diversified. Such factors as direct responding system, the public opinion system, the logistics security system, and the special service number system for colleges should be integrated into the system collaboration of the emergency management in colleges and universities. Ultimately, the construction of systems should be diversified. For the emergency legislation system has not been established and the safety management needs to be regulated, the legislation construction of emergencies in colleges and universities should also follow multiple coordination mechanism.
