Recently,with the development of higher education in China,the scale of universities has expanded and the number of students has increased dramatically.The emergencies in universities have been followed one after another,which has seriously affected the normal teaching order,threatened the personal and property safety of teachers and students and affected the harmonious development of society.Xi'an is one of the five higher education bases in our country.Universities are crowded with many teachers and students.Emergency incidents occur frequently and are seriously endangered.Therefore,it is very important to prevent and deal with emergencies effectively.This paper takes the prevention and treatment of emergencies in universities in Xi'an as the research object,and takes 4R crisis management theory as the core theory.Based on the introduction of relevant concepts and theoretical basis of the university's emergencies,this paper takes the investigation and interview of some university students and university administrators,describes the current situation of prevention and treatment of emergencies in universities in Xi'an.Then,using the 4R model as a tool,the problems in the four stages of reduction,preparation,response,and recovery were proposed.The causes were analyzed based on survey data and specific examples.Finally,aiming at the problems existing in the prevention and control of emergencies in colleges and universities in Xi'an,combined with the 4R theory,from the aspects of the security system,the prevention system,the disposal system,and the restoration system,this paper proposes strategies for the prevention and control of emergencies in colleges and universities in Xi'an.
