Research On Issues And Countermeasures For Emergency Management Of Emergencies In Colleges And Universities

The development of colleges and universities needs a stable environment. The jointefforts of administrators, teachers, students and other staff are needed to reduce and avoid theoccurrence of emergencies, creating a harmonious and stable environment for colleges anduniversities. At present, in China’s colleges and universities exist many unstable factors likelarge scale, dense population and frequent occurrence of emergencies. Although China’semergency management has made great improvement since the spread of SARS in2003andthe research level of emergency management of colleges and universities has been improvingconstantly, the existence of various problems still can not be ignored like the low efficiency ofemergency management of colleges and universities; for instance, when the emergencyhappened, they could not deal with emergencies properly and therefore missed the best timeof emergency management, further causing irrevocable loss. Based on a case study, focusingon emergency management, this essay will try to find out practical problems in emergencymanagement of colleges and universities and offer corresponding strategies for solution.This essay is divided into5parts: the first part introduces the study background, theobjective and the meaning of the research, literature review of previous studies and theselection of research approaches; the second part defines some related concepts including thedefinition of emergency, emergencies of colleges and universities, emergency management,types and features of emergencies in colleges and universities and the correspondingprinciples of emergency management; based on the case analysis of typical cases of variousemergencies, the third part will generalize the present situation of emergency management ofcolleges and universities and find out the problems existing in emergency management ofcolleges and universities; the fourth part focuses on analyzing the reasons influencingemergency management of colleges and universities; on the basis of analyzing the problemsand specific reasons, the fifth part will propose suggestions and strategies for improvingemergency management of colleges and universities mainly from three perspectives,including the personnel, the organization construction and the law system. The essay suggeststhat colleges and universities lead a proactive role in doing security precaution work bybuilding a professional team and setting up a consecutive central department for emergencymanagement. In a social environment led by law, various departments should be incoordination to make emergency management effectively.
