Progress scientific and technological(S&T) promote the three industrial revolution in the history of mankind, and completely changed the way people live. The enormous energy of progress of S&T has drawn worldwide attention, as an important base for personnel training and basic research, colleges and universities’(C&U) role in scientific research can’t be ignored. Under market economic system, strength of university’s S&T has directly affected a country’s position in the international competition. President Hu in eighteen Party report:In recent years reform of China’s S&T has been steadily advancing, but problems remain serious, such as capacity of S&T innovation is still not strong, development is unbalanced, uncoordinated and unsustainable. Explore the problems of the university systems to upgrade the level of China’s science and technology to promote economic development has great theoretical and realistic double meaning.Horizontal and longitudinal comparison of universities’ technology development status between China, United States, Japan, Germany and other developed countries, show that the level of investment in S&T is still very lagging. Qualitative analysis of31provinces’University S&T input and output show that university S&T development is serious imbalance. This article does thorough and meticulous analysis from three aspects:contribution rate of university S&T, coordination between university S&T and economy, university S&T input-output structure.Combine C-D produce function and method of output value to build contribution rate of university S&T. Using Kalman filtering to reduce the estimation error. Empirical analysis data of China and the United States, Germany, Japan, the university S&T contribution rate differences, comparative analysis found that there is still a wide gap between the level of the contribution rate in China and the United States, Germany. University science and technology status still need to be improved.Calculate coordination between University S&T and development of economic. Establish a model of comprehensive coordination Evaluation Model for the quantitative analysis based on the fuzzy theory and synergetic theory. The results of an empirical analysis of the31provincial data from2009to2011in China show that the coordinated development situation between University S&T and economy is not optimistic, more than half of the provinces are in the verge of disorder or serious disorders.In order to optimize the investment structure of university science and technology in China, using the panel data model to carry out further analysis of the input-output structure of China’s31provinces University S&T. Calculated the marginal contribution of university investment in S&T indicators provides the policy basis for optimizing resource allocation. The results show that the marginal contribution of the various input indicators for different output indicators are significantly different. In the development of a regional university scientific needs in accordance with the actual situation of the region and improve the higher contribution margin university scientific input factors, adjust the structure of investment in science and technology, improve resource distribution.
