Basic education is the cornerstone of the entire national education system. Thedevelopment of basic education is reasonable or not directly affecting the quality ofeducation of a country as a whole and the populace’s cultivation. Therefore, therational development is the demands of the development of basic education. Basiceducation and reasonable development as an educational concept of development, thereasonableness embodied in the following two aspects: Firstly, the rationaldevelopment is logical in theory and realistic in practice which is an inevitablerequirement and choice for the development of basic education. Secondly, the rationaldevelopment coordinates various interest groups pursuing the fullest development ofbasic education.Specific connotation of the rational development of basic education: maintaininga reasonable tension between educational theory and practices; pursuing the biggestdevelopment in education between the whole and its parts; making the needs betweenhuman development and social development in the same direction; pursing theoptimal configuration between the size and the quality of education. On the whole,trying to achieve the optimal balance between what we should pursue and the realisticpossibility and that between the reality and the future of education development.The reasonable development of basic education is put forward as a kind ofeducation development concept. There are two possibilities as follows: on one hand, itbelongs to practical education theory. To be logical in theory and to be realistic inpractice are the necessary requirement and inevitable choice of the reasonabledevelopment of basic education. On the other hand, The basic educational reasonabledevelopment is an educational concept of development which is a practice-basededucation theory. Its characters can be illustrated as follows. The rational developmentof basic education is the way to get rid of the Utopia educational theory; realityacceptability; noticing the coordination among the interest groups; maintaining thetension between social systems; based on the special circumstances of the educationaltheory.In order to demonstrate its value, any kinds of educational philosophy must beput into practice. Confronted with the fact that there are various educational as aneducational concept of development not only in theory benefits educators in, beliefs and thinking, but also in practice provides methods, gives guidance and ensures therational development of the basic education.
