Education is the foundation of the country, education is morality-first、 competency-oriented and quality-weighted, competency is thinking-oriented. The education that competency-oriented doesn’t mean the education can "demoralizing " "dequality", it means that the education is human-purposed and human-subjected, it is to search the excavation and highlighting of the nature power of people under the guidance of rationality and morality in awareness activities and practical activities. It’s organic integration and optimal combination with morality as the foundation, competency as support and quality as the criterion. Competency is the objective force of the people’s initiative, externalization force of people’s inherent qualities. Skill is often regarded as the operation mode and mental activity patterns. Skill places emphasis on training, competency focuses on thinking. Thinking is the foundation for practice, practice is the approach for thinking. It will be benefit for the development of the competency if knowledge learning combines with necessary skills training. Forte skill is also short skill, the deep root of apparent preference of skills formation is seeing education as a gymnastics. Therefore, basic education should be innovative teaching practices, should be based on and point to the competency development, rather than adapts to the skills-oriented or skills training education.Teaching objective is the engine of education, having goals means the direction and the power, so that people can seek implementation objectives to reach direction and achieve goals with the power. That education is to achieve the unity of goals, direction, power and the way. Different times, different social, objectives of education both have its common and universal, and have its uniqueness and particularity. From the perspective of the form of human existence and ways of development, competency development and skills formation present three kinds of state. In ancient agricultural society, peoples’ dependence makes people focus on accumulating the productivity and life experience and skills. Teaching and learning are mastering, understanding and practicing ancient sages’wisdom and experience. In ancient times, competency development is considered to be privileged of few people. The acquisition of skills and experience is priority to the development of the competency. In the industrial society, focusing on accumulated experience, knowledge growth, paying more attention to human subjectivity, and initiative enhancing, but both the thing and people are treated as objects. People’s image is the people’s independence based substance dependence. Teaching and learning are to have the knowledge and skills, knowledge and skills are the power, complying with natural logic of knowledge and skills converting to the competency. The competency development is based on the skills formation, believes that skills formation through hard training and repeated handling are the competency development. The skills formation is seen equivalent to the competency development. In the knowledge economy and information society, with the development of society, people pursue the competency’s comprehensive development and individual freedom. Knowledge and education flatten down, it makes people not only pursue education but also pursue a good education. Teaching and learning are not only to teach knowledge, learn new skills, but also more esteem people’s independent judgment, thinking criticism and creativity. The skill formation is based on competency, and points to the development of the competency. It’s human values orientation that the competency development is precedence over skills formation in a new era.If there is always an forgotten corners in Education, there will be an also not to be forgotten corner--Intellectual--knowledge--examination-related knowledge. For a long time, "double base" teaching is our basic education’s goals and wizards. Since the new curriculum reform, three dimensional teaching objectives is signposted with the commander of the current education and teaching. It is certain era’s reflection of its values, logical thinking, ethical logic. From the view of the educational theories exploring of education and its essence, education is teaching knowledge, competency development, the formation of virtue. From the view of the education development goals and plans in new era, emphasizes the competency to adhere to the main. Through the retrospective, comparison and analysis on the theory of teaching objectives of different scholars, we can find different target containing different classsification and hierarchy. The competency and skill are involved in the goal, nor merely be regarded as thesaurus or synonyms. To a certain degree, each target focus on the innovative and thinking competency. Comparing "American Performance Standards" and "Primary Curriculum Standards," may provide useful lessons for our primary school teaching.Exploring education the issues and problems of education and human, it ought to think about the premise of the question, that is, "what is man?" "how do people exist?". In this paper, man is a thinking of the person. The education that competency-based is human-purposed and human-subjected, it values that the nature power of the thinking of people who are respected and promoted, is the way of thinking that a thinking of the person’s existence state to develop and improve. In the purpose of education, Whitehead points out that a good university is not for knowledge, but for the power. University’s responsibilities are to turn a child’s knowledge into the power of an adult. So, primary school’s responsibility is to make the child keep thinking of the heart, thinking of love, thinking of happy, thinking of depth, and the thinking of eager for knowledge. The reasonableness construction of education objective that is based on the basis of the concept of competency-oriented is to cast a system that education goals seek a reasonable position based the competency, guidance during education and teaching process for competency development, evaluation of education teaching results return competency. Thinking competency is core competencies. Education and teaching point to the students’ development of thinking and thinking competency. Finally, combining class-teaching cases is to analyze and reflect effective teaching way of guiding students’ thinking competency development.
