Human beings are subject of production and business process. Human beings are pattern that associating with any effective process of socail labour.Human resources are labour potential of a defined period of a nation, it can be determined on a local, a sector, or region. Accordingly, human resources are determined by quality and quantity of the population who can attend socio economic activitives process.Labour potential of human beings cover the physiacal, intellectual and psychological resources (such as ethics, lifestyle, personality and historical tradition of national culture).The quality and quatity of population can participate in socio economic activities is quatity and quality of the population who are having job, jobless but having working ability. The quality of human resources are expressed by physical growth, education, knowledge, experience, working behaviour, etc.. The quality and quatity of human recources is inextricably linked during training developement process in order to evokes potentials of huaman being, promoting development of human being about knowledge, skill, virtue and promoting creation etc.In the next few years, requirement of a industrialization, modernization, fast pace urbanization of Binh Duong province. Quality, quatity requirements of human recources have new requirements. The task of development traning must be adapted in order to ensure requirement of new context.In the recent years, Binh Duong including Ben Cat effort to execute traning planing. However, many problems still exist which is needed to research and solve, in which problem of traning and solve workforce for famer whose land is recovered and converted land using purpose for industrial development and urban with large scale high speed is set as an urgent task. My topic is " improving traning of human recources development policy of Ben Cat distric during2011-2015" which is the thesis’s topic with desire to solve the problems is mentioned above.Regarding human resources, traning of human recources development policy which is new topics that is attract many authors. However, as we know there is no author do research about topic "traning of human recources development policy in Ben Cat District2006-2011-2015period"Which refering the planing organizing to deploy traning process with districts of Binh Duong. In this thesis, we refered to ducuments that releated to this topic. However, we focus on traning of human recources development policy (namely approach from state authorities towards human recources development traning), during research process, we research deeply on human recources development traning which is relevant to solve worforce for farmers whose land is recoveredPurpose of thesis is suggest some petition to improve traning of human resource develoment of Ben Cat district in2011-2015, maninly for farmers, State re conversion recover the purposes of land usingThe thesis concentrates on the traning of human resources of Ben Cat district, maninly for farmers, State conversion recover the purposes of land usingThe thesis systematized the theoretical issues of resources, human resources, training and development of human resources, in the context of a industrialization, modernization, fast pace urbanization district.Thesis analyzed the socioeconomic development situations-the status of human resources and status of training and development of human resources and policies that promote mentioned process. Since then, we learn to give commens about successes issues as well as problems to solve, requirements to complete the training policies in development of human resource of the Ben Cat District in2011-2015.Thesis also projected training needs, propose three views and3requirements, policies and specific content to improve those policies, the proposals on the conditions for implementing policies as well as training and development of district’s personnel recourses highly efficiency. It should be emphasized that the forecasts, the recommendations are specified in three areas:pure regional agricultural development sector to develop traditional industries sector and urbanization for the particular object policy can benefit:people trained; the basis of training and training management system.
