Started from their own resources and the institutional environment, this paperdiscussed the reasons and actions of the rights of land-expropriated farmers, theresearch object were the activities of land-expropriated farmers of S Town.Land-expropriated farmers were not passively accepted in the process ofland-expropriation; instead they took a variety of strategies. Under the system oflimited institutional environment and environmental conditions, they constructed thesystem space and resources environment so that their actions have legitimacy bymeans of a policy of last government, the mainstream discourse, moral and othersocial links to their actions in the legal framework. No action is static, the author offinally concluded that when risk aversion is greater than the risk from the interests ofrights, they will abort the current action for the interests of another rational purpose.That is, land-expropriated farmers a rational strategies to protect their own interestsbetween system and resources, they find a balance between resources and system tosupport their operations.
