Research On The Subjects Of Awarding Right Of Academic Degrees

Nowadays, there are four main subjects of awarding right of academic degrees in China, which are Academic Degrees Committee of the State Council, Academic Degrees Committee of the Provinces, colleges and universities that are authorized, scientific research institutions that are authorized. All of these four main subjects possess administrative characteristics and academic characteristics. We divide these main subjects into administrative subjects and academic subjects, according to the differences of the administrative characteristics and academic characteristics they posses. The first two subjects are administrative subjects; administrative characteristics are their essential characteristics. The last two subjects are academic subjects; academic characteristics are their essential characteristics. Administrative subjects and academic subjects have different roles and jurisdiction.Academic freedom is the soul of academic activities and guarantees quality of academic degrees that are authorized. Academic freedom has its reasonable logic and a long history. It is of great significance to the operation and development of the subjects of academic degrees.There are many problems in the subjects of awarding right of academic degrees in China, such as the over-concentration of power among the administrative subjects, the lost of academic freedom among the academic subjects, the missing of the intermediary subjects, the incompletion of the laws connected with the academic degrees. All these problems encumber the realization of academic freedom among the subjects of awarding right of academic degrees and hinder the operation of the degree awarding.Therefore, measures should be taken to make sure the realization of the academic freedom in the degree awarding, such as balancing the educational administration, using the law, perfecting the system of subjects of awarding right of academic degrees in China. We should take academic freedom as the main logic line, the administration as the operating model, the multi-governance as the supervising model. Besides, it is necessary to make the administration subjects, the academic subjects and the intermediary subjects perform its own function and coordinate with each other, in order to guarantee the proper operation of the degree awarding activities.
