Basic education in21century has the responsibility to cultivate qualified builders and successors of the important mission, basic education is the core content of the course. People as a society, the people is a social product, also experience social education after can truly call a person. That man is the product of education, and the core of education is what we call course, in a certain sense, who is a course of the product. In education process, students and teachers should be in certain curriculum to grow and develop, curriculum is good or bad, curriculum setting function of quality affects the student’s future. To cultivate high-quality student, will set up excellent course, want is to have set course plays very good effect. The current our country exalted of the concept of scientific development is standard, and people-oriented scientific development core, this should also is the core of our country middle and primary school setting and tenet. This requires the primary and secondary schools in the curriculum to people-oriented, students as the starting point and end-result, give full play to the functions of middle and primary school.Since our country in2001based education curriculum reform, introduce a new education course since become the basis of pedagogy concerned hot spot. Around the focus and related national policy, education workers to the course objectives, curriculum structure, curriculum content, curriculum implementation, curriculum evaluation and management and so on many aspects of the extensive and continuous discussion and debate. With the new curriculum reform’s advancement, the realization of the function of course has become a more and more discussion and debate.The realization of the function of about the whole course based education curriculum reform of success or failure. Education experts MaSiTan France is once said:"in education, truth can in two aspects: deviation or through by mechanical exercises and problem-solving skills alternative yearning the power of knowledge; or by the student’s rational slumber on modern formula, make him to accept and remember these formulas and didn’t understand its meaning."
