| Agriculture is the base of national economy, and the continuous progress of agricultural economics ensures sustainable economic development of our country. The prosperity of a nation relies on its talents. The development of agricultural economics depends on the cultivation of talents for agro-technical extension and the construction of talent team. With continuous improvement of China’s reform of rural economic system and the acceleration of agricultural industrialization upgrade, the service target, content and form of agro-technical extension have made enormous changes, resulting in that the claim for the quality of agro-technical extension talents has increased constantly.Hubei is a big agricultural province in central China. Talents for basic agro-technical extension have played an important role in boosting agricultural modernization. In2003, Hubei initiated comprehensive coordinated reform in villages and towns, where all the major institutions took part in the reform and the extension agencies changed their nature and personnel identity. The new mechanism of "buying service" was fully implemented. The agro-technical extension station is divorced from financial support and the staff’s identity has been changed from cadre to employed social being. Thereafter, ineffective safeguard measures and hard work conditions result in desalting master awareness of the staff, a huge brain drain and difficulty in talent introduction. The ageing of agro-technical extension staff leads to the lack of worthy successors.In this study, a field investigation targeted on the present situation of agro-technical extension talents was carried out in the areas of Xiaogan, Huanggang, and Enshi of Hubei province. Through the analysis of the existing problems, the key influence factors of history, conception, system and economics on the cultivation of agro-technical extension talents were discussed. By summarizing the traits of cultivation of agro-technical extension talents in the USA and Japan, while combining with our national condition, some strategies and methods were presented for the cultivation work. The power mechanism, operational mechanism, and guarantee mechanism for the cultivation of agro-technical extension talents were studied based on the theory discussion, investigation, and empirical analysis. The research results will generate some reference values for the policy making regarding to the combined cultivation of talents charged by education and agricultural departments. The proposed strategies will have important theoretical and practical significances for the innovation of China’s agro-technical extension talents cultivation mechanism. |
