Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to poverty alleviation work and requested that all poor people in the country be lifted out of poverty by the end of2020.Poverty alleviation is not only a national policy requirement,but also a people’s longing for a better life.In this critical period,it also intersects with the rural revitalization strategy.To achieve this goal,industrial development in poor areas must be achieved.In the development process,agricultural talents The cultivation of agriculture is crucial,and the structural reform of agricultural talents is also a key element in the construction of a new countryside.Potato is an important food and vegetable dual-use material,with high nutritional value,high yield,poor tolerance,and good economic benefits.It is the key to achieving rapid increase in production and income of farmers in poor areas and thus poverty alleviation.Butuo County is a national poverty-stricken county and one of the main potato production counties in Liangshan Prefecture,but the traditional local planting mode and backward storage technology conditions have seriously restricted the development of the potato industry in Butuo County.This study is based on the "Butuo Potato Science and Technology Small Courtyard",relying on the small courtyard to rely on the unit Bujiang Shufeng Ecological Agricultural Science and Technology Co.,Ltd.,first in-depth investigation and study of the restrictive factors of the potato industry development in the surrounding villages of Butuo County.By investigating the labor force composition,potato cultivation management,and storage methods of potato farmers,the main way to solve the industrial development problem was determined by intensive production and the use of scientific storage methods.And the solution was explored through the model of science and technology,the specific results are as follows:1.Through a sample survey of 50 potato growers in 6 villages in Butuo County,it was found that due to men going out to work,the majority of potato growers are women,and the education level is low.The awareness of using virus-free seed potatoes is poor.The storage methods are relatively backward,and there are few continuous plots of land,and large-scale mechanized production is not possible,which is the main reason for the poor quality and yield of potato cultivation in retail households.2.In response to the problems found in the survey,the demonstration experiment was conducted by screening farmers with high enthusiasm.As a result,the output of potato cultivation in the demonstration households was significantly higher than that of ordinary farmers.The effect of storage experiments was significant,and the surrounding farmers were willing to use new technologies.Combined with the variety comparison experiment of Liangshan Agricultural Research Institute,we selected the Yuntu 108,which is suitable for Butuo.Aiming at the problems in the production of Shujiang Shufeng potatoes,optimizing the personnel management structure and management plan,through the company’s integration of farm households for mechanization demonstration,and relying on the government to carry out virus-free seed potatoes and technology promotion,laid a good foundation for the development of the potato industry in Butuo County basis.3.Through the work of science and technology academy,the production skills of local potato-related production personnel have been improved,and the number and technical level of local agricultural talents have been increased.At the same time,graduate students also understand the development trend of rural agriculture at the grass-roots level,conform to the laws of rural development,cultivate the agricultural feelings,broaden their horizons and improve their overall quality."Butuo Potato Science and Technology Institute" has played a large role in promoting the development of the potato industry in Butuo County,helping potato production in Butuo County achieve high yield and efficiency,and also promoted the development of potato growers themselves.The cultivation of agricultural talents provides a reference.This approach also has great potential for extension in agricultural development in other impoverished areas.
