Higher education institutions are the innovation sources and radiation center of knowledge, talents and information. In there institutions agricultural technology extension workers, who shoulder the historic responsibilities of spreading agricultural scientific and technological information puffing farmers scientific, technological and cultural quality, and permuting the transformation of research a achievements, are one of the key factors in the extension. Stimulating there extension workers enthusiasm and creativity is of important and realistic significance to the trans formation rate of agricultural research achievements, and to the great leap from traditional agriculture to modern agriculture. Nowadays in China's higher education institutions, while great emphasis is put on education and scientific research, insufficient attention is paid to extension. Meanwhile, agricultural technology extension workers are not well pail and effectively stimulated. All these factors go directly to affect their work enthusiasm and the transformation of research achievements. This thesis, through thorough analysis of the concept, system, schools, and factors of stimulating, deeds with the basic principles of the stimulating factors set. Learning other countries adv aced stimulating experience, taking into consideration there workers profession character sticks, and comprehensively analyzing their characteristics, namely aspiration for success, need for equal exchange and cooperation, initiative in work, the thesis also puts forwards five stimulating principles, five stimulating mechanisms and the stimulating mode, so as to through material incentives and spiritual incentives provoking the enthusiasm and creativity of the agricultural technology extension workers in higher education institutions, and to display their talent. 1.stimulating principles: principle of seeking truth from facts principle of equality; principle of combination of material incentives and spiritual incentives; principle of systematic, and principle of individuality. 2.stimulating mode: 1) material incentives. These include: heavy reward, science and technology extension reward, technology share, research result transfer, technology contract. 2) spiritual incentives: This mode, which characterized by its depth and long duration, provokes extension workers enthusiasm at a higher level. It includes such measures as improving working environment, worker-centered manage mint, creating and improving a sound promotion environment, collective stimulating, emotion stimulating as well as intellectual property protection. 3.working mechanisms of stimulating: orientation mechanism in thought, attractive mechanism in career, democratic mechanism in management, incentive system in policies, and guarantee system in logistics. Taking Northwest Science and Technology University of Agriculture and Forestry, the thesis analyses the apply effects of the stimulating method in practice, and puts forward suggestions of establishing and improving stimulating method. All in all, in order to effectively stimulate extension workers, and promote the development of higher education institutions, we should select stimulating factors from all schools, integrate them and always enrich them. What's more, we should establish and put into practice new modes to stimulate agricultural technology extension workers in higher education institutions. All these measures above are important to the solving of the "farmer, country side and agriculture"problem in China.
