The Republic of China is a period of the education modernization of China and is also the starting period of secondary education. Secondary school teachers were growing up in this hard time which society was turbulent, education funds was shortage and the contradiction between supply and demand of teachers was seriously. The secondary school teachers were the most dynamic resource of the middle school. They were the universal guidance of the middle school students. They play a crucial role in the education. As a part of the subject of education, the secondary school teachers’management was influenced by external environment、internal environment and their own development status. Therefore, the present paper will set forth the management of the secondary school teachers vicissitudes in early、middle and latter period of Republican China based on these three aspects of analysis and hope to summarize its development vein.At the beginning of the republic of China, the secondary school teachers became as employees of state off office. They were in charged by the headmaster. So, the level of the secondary school teachers’management was decided by the headmaster too. When the May Fourth New Cultural Movement emerged, middle school students enhanced their own autonomous consciousness. Middle school administrative organization became practice scientific management along with order of words of democracy and science. People improve their requirements on the teacher’s specialization. The content of teachers management enriched, such as teacher daily check, teachers’qualification verification and so on. However, the rapid development of the secondary school education made the contradiction between supply and demand of teachers more seriously. Part-time teachers increased quickly. Consequently, the teachers’ employment system and salary system were normalized too. The secondary school teacher management was inclined to institutionalize and generalize gradually in the republic medium term. To the late republic of China, the secondary school teacher management faced big challenges in seasons of war. Nanjing National Government take highly unified strategy to save the secondary school teacher resource and maintain the normal work of the school. Compared with the pre-war, the secondary school education had step foreword surprisingly. Its management accumulated certain experience. Teacher certification system and benefits package had a further improve in this period too.Limited to the development of the times, People have no macroscopic view of human resource planning and teacher management experience. Thus, a number of problems have arisen at the very start. But with the faith and passion of saving the nation by education, the secondary school teacher management enriched its content, diversified its forms and improved its level continuously. The middle school teaching staff developed from mixed to specialization is deduced its management developed from self-management to institutionalized management, from autocracy to democratization.
