Our country is in the critical process of the urbanization and industrialization,and the population flowing is the path of urban development in China. Whetherplanning flowing or spontaneous flowing of population in our country, all with thedevelopment of social various aspects have close relations, bringing our countryprofound influence on social and economic development. With the rapid developmentof our economy, more and more people flow into cities. They contribute themselvesto the city’s economic construction contributed, but in the process of their integrationwith city there are a series of related to floating population education, employmentand living conditions, the city public security, urban transportation, inclusive problemsuch as social welfare, which cause the wide attention from all walks of life.Under the perspective of inclusive growth, the paper related the correspondingresearch background with literature review. First of all, we introduce the city’seconomic development level, urban resource and infrastructure, living environmentand policies measure inclusive growth levels of35major cities in China, combiningwith China’s status quo of city population flowing, we analyze the expected influenceon inclusive growth of big cities. Then according to the result of inclusive growthmeasure of big cities, we choose Beijing, Shanghai, Guangzhou, Shenzhen, Xiamen,Wuhan, Changsha, Chongqing, Chengdu as sample, to verify the inclusive growth ofbig cities affect population movements, and put forward the corresponding policyrecommendations according to the empirical results.Research shows that the level of inclusive growth in large cities is about2.2625which is on poor inclusion in our country and needs to improve, at the same time, inthe process of migration, outsiders tend to be transferred to have high level ofeconomic development, resources and infrastructure of cities, especially educationresources significantly affected the population’s liquidity and its stability in the citylife; Also, the poor urban living environment and the floating population in cities inlow probability to a certain extent affect the flowing behavior of the people. To avoidthe floating population to become "no chance", the cities need to create an opportunitysociety and system, the fair rules and fair environment, making each one of this groupof the floating population has a brilliant opportunity together. China’s urban development is to achieve inclusive growth of cities and the floating population in thefuture.
