Adult education in regular higher education institutions is the main form of thedevelopment of adult education in China, and thus playing a dominant role in thedevelopment of lifelong education. Correspondence education is one of the main formsof adult education in regular higher education institutions. As we can see from the datastatistics, there are2033higher education institutions at present in our country, amongwhich1200institutions are available to correspondence education. There are6000off-campus teaching stations in all over our Country. With the aim of giving full playto the stations’ role in adult education, the management of these thousands of teachingstations (points) becomes a hot issue, and at the same time, it has caught the attentionof many scholars. In the educational practice for nearly five decades, this institute hassent out a large number of talents for the society. In the mighty current of socialdevelopment, the management of off-campus teaching stations (points) confronts a lotof problems, and these have been more and more obvious in the recent years. In orderto solve these problems, the author has conducted practical research.The paper focuses on the concept, characteristics as well as functions ofoff-campus teaching stations (points). It takes the management of adult educationteaching stations (points) in a University of Shaanxi Province as an instance, andprogressively reveals the merits and drawbacks in the process of station running by theanalysis of a questionnaire survey in these stations. It also introduces an effectiveapproach of quality supervision in teaching stations (points), i.e., evaluation. Toillustrate this, it enumerates various cases of teaching stations in Shaanxi Province in2010and argues the effective supervision and control of teaching stations (points) by means of evaluation. In the future management, we should constantly improveevaluation mechanism and continue to develop the promoting functions of evaluationin the management of off-campus teaching stations (points).Through a wide reading of relevant books and papers as well as the frequent visitsto off-campus teaching stations (points), the author has assembled large amounts ofinformation and materials. It is suggested that there should be a trinity managementpattern which consists of governmental supervision, higher institution administrationand station (point) coordination in the future off-campus teaching stations (points). Thebooming of politics, economy as well as education makes the previous laws andpolicies no longer applicable to today’s educational practice, and thus leading to someproblems unsolved. The government ought to formulate policies and regulations toadapt to the development of adult education in higher education institutions and offerthe corresponding legal support and policy guarantee as soon as possible, and thereforeincrease the social position of adult education. On one hand, the institution, as the mainposition of adult education, should maintain its own reputation, and strictly standarizethe establishment and supervision of off-campus teaching stations (points). Withresponsible attitude for the society, institutions and stations (points), it incorporates themanagement of stations (points) into the whole system of institutional development, sothat the condition of correspondence students will also be raised in the colleges oruniversities. On the other hand, off-campus teaching station (point) is a very specialorganization, neither being immediate constituent of hosting institutions nor organiccomposition of establishing organizations. However, it shares a common target withhosting institutions and establishing organizations, which is to cultivate qualifiedtalents for the society. The stations (points) must be humble in accepting the leadershipof hosting institutions and management of establishing organizations, andconscientiously implement the teaching tasks in order to guarantee teaching quality. Asa result, the students can truly obtain knowledge, be well nurtured and finally havetheir comprehensive quality enhanced.Opportunities coexist with challenges, and therefore the problems can only be adriving force for advance. The management of off-campus teaching stations (points) isa challenging field, which gives us a large research space. We will constantly explore in the long run and make the utmost possible effort to establish an integratedmanagement system.
