With the knowledg-information-era’s coming, the talent requirements is higherand higher,especially for the universities,as the cradle of knowledge innovation andcultivate talents.They must have a important team which is made from a group ofteachers who have high quality and high level.The human resource management anddevelopment jobs are important universities’ weapon in the competition.However,how to build a high quality team is the key to success.Performance management is thekey to linking in human resources management.Therefore,we need to study andimprove the performance of university teachers.This paper taking Hebei university teachers’ performance management as thestarting point to go on the investigation and research,I analysis that Hebei universityteachers performance management research background,research significance anddomestic and foreign research dynamic,then introduced the concept,process,andmethods of performance management,through data analysis and questionnaire,Findout the existing problems,for instance, Performance appraisal and performancemanagement confusion, College teachers’ work shift, Assessment of the two sidesinequality, Indicator design is not reasonable, etc. There are still some difficulties inthe implementation of performance management process, for instance, The diversityof higher education and the positioning of universities is not reasonable,Performance management organizational culture has not establish,etc.Then, Built theperformance appraisal index system of hebei university teachers.After research andstudy, use often apply to nonprofit performance evaluation and strategic managementideas of the balanced scorecard applied to university teachers performancemanagement, combining with the characteristics of college teachers, turn the fourdimensions into learning and growing, scientific research and the responsibilities ofthe teacher, student evaluation.Then use analytic hierarchy process (ahp) to determinethe weight of each index, respectively adopt qualitative and quantitative indexes fordifferent processing methods, quantitative indicators on the initial data using the bentmethod standardization, to deal with qualitative indicators using the fuzzycomprehensive evaluation method, the index can objectively reflect teachers’ performance as much as possible. And has carried on the case study with a teacher asan example.It is hope to put forward some theoretical research methods of hebei provinceuniversity teachers performance management through this article’s research,and tobetter promote the development of educational undertakings in hebei province.
