University Technology Transfer Organizations are the main participants and direct implementers of university technology transfer.They connect both sides of the technology supply and demand.The performance level of the University Technology Transfer Organizations are not only related to the success or failure of university technology transfer,but also the key factor affecting the technological innovation of enterprises.To improve performance,we must first understand and evaluate the current performance level,and make the most accurate evaluation of the results,efficiency and effectiveness of the University Technology Transfer Organizations in the process of operation and management,as well as the management capability embodied in the process of providing services and meeting the needs of the service objects.However,at present,there are many problems in the performance evaluation of the University Technology Transfer Organizations in China,both in theory and practice.On the one hand,there are few academic researches on the performance evaluation of the University Technology Transfer Organizations,and the theoretical results are inadequate.On the other hand,the University Technology Transfer Organizations are not active and positive in the actual performance evaluation,lack of scientific theoretical guidance,and the performance evaluation index system is not sound and so on.These problems lead to the lack of a comprehensive and systematic assessment of the overall performance level of the University Technology Transfer Organizations.The results of performance evaluation are not strong for the improvement of the performance and promotion of the organizations.In order to evaluate the overall performance of the University Technology Transfer Organizations more comprehensively and accurately,and to find out the main factors affecting the performance of the University Technology Transfer Organizations from an empirical perspective,meanwhile,to use the results of performance evaluation as a basis to guide the improvement of the performance of the University Technology Transfer Organizations,thus promoting their continuous promotion of service capacity,and better play its role in the transfer of technology,in this paper,the Balanced Scorecard is introduced into the performance evaluation of the University Technology Transfer Organizations.And on the basis of the revision of the Balanced Scorecard Framework,this paper tries to build a Balanced Scorecard Performance Evaluation Model suitable for the University Technology Transfer Organizations,and takes the A university technology transfer center as an example to study the specific application of the Balanced Scorecard Model in the University Technology Transfer Organizations from the empirical point of view.Through empirical research,found that A university technology transfer center performed better at the customer level of performance,but,the poor performance of the financial sector leads to weaker support for the internal process of the organization,and the lack of motivation for the process optimization,which directly affects the ability of organizational technical services and intermediary services.Therefore,A university technology transfer center should focus on the improvement of financial and internal process performance in the future.On the basis of theoretical and empirical research,finally,this paper summarizes the problems that should be paid attention to by using the Balanced Scorecard Model for the performance evaluation of University Technology Transfer Organizations,and puts forward some suggestions on the applicability of the Balanced Scorecard Model in the performance evaluation of the University Technology Transfer Organizations.
