School choosing are defined as that primary and high school students chooseschools with good education and not schools which are close to their homes. Alongwith the popularity of compulsory education and the realization of nearby enrollmentpolicy, however, some parents tend to make use of their social resources to chooseschools with higher quality when they are not satisfied with the education quality oftheir nearest school.In order to send their children to schools with higher quality,some parents began to make a plan for their children even when they went to thekinder garden. School choosing is becoming more and more popular in both urbanand rural areas, and many parents become crazy about it.In this paper, we put forward new specific measures to eliminate schoolchoosing in compulsory education in Pudong New Area based on the idea of resourcebalance. To this end, we analyze the hazard of school choosing in compulsoryeducation, and discussed the rising, and types of school choosing from the resourceallocation of compulsory education point of view. Furthermore, we made deepinvestigation on school choosing in Pudong New Area, and present thoughts fordealing with school choosing in three levels including country, government, schoolmanagement and parents. In the end of the paper, we also propose that propagandashould be strengthen to let parents know that school choosing will not do any good totheir children in the long run. The measures in this paper are systematic and specific,having its feasibility and reference value for the development of education and schoolwith lower education quality in Pudong New Area.
