The practice of new curriculum reform led to the development and the trend of the implementation of school-based curriculum nationwide. Whether the school or individual teachers attach great importance to the development and implementation of school-based curriculum, History Curriculum as an important humanities courses,also set off a school-based curriculum development and implementation of historical trends. Therefore, with the improvement of the status of the historical school-based curriculum, studying History Curriculum Development and implementation is particularly important. However, Shanghai plays a leading and exemplary role in the new curriculum reform, especially in the Pudong New Area. There are fewer researches about the historical school-based curriculum in the Pudong New Area. So this study will be of great value.This article finds another way not to make schools and teachers as an object but to research the role of region in promoting the history of Curriculum Development and implementation. Select the Pudong New Area in Shanghai as the research priority and select three schools in Pudong New Area to invest, research, analysis and summary. This study researches from three aspects. Firstly, I started from the necessities and the possibilities of the Pudong New Area to promote History-based curriculum and inquired the main types and characteristics. I collected the achievements to find those schools and teachers’ limitations in the development and implementation of school-based curriculum of history. Also I highlighted the value of the region in promoting school-based curriculum of history. Secondly, making 3schools’ History-based curriculum as examples to show how Pudong New Area to develop and effectively implement it? The 3 schools selected are representative, No.2 High School attached to East China Normal University on behalf of the municipal and district key Schools, Shanghai Experimental School on behalf of a group of experimental and characteristic schools, Gao Dong School representing the ordinary schools in the region. Relatively speaking, the choice of these three schools is covering and can let one unit guide a whole area, laying the groundwork for the third part of the study, through detailed analysis of these three schools’ History-based curriculum development process, materials compiled, embodiment of curriculum and curriculum implementation problems encountered. When researching three schools’ History-based curriculums, I collected adequate information and selected each school’s representative and being implemented Historical school-based curriculum,so it has a strong significance. Thirdly, on the basis of the second part of the contents,analyzing and summarizing the experience and significance of Pudong New Area promoting History-based curriculum. I found that there were a great number of schools’ School-based awareness and concept were fuzzy, appearing rich-poor divide phenomenon, formalism and bottleneck in the development. Thinking rationally according to the actual problems faced by the Pudong New Area, so when the region is promoting the development and implementation of History-based curriculum, they should further put right attitude, plan effectively and enhance professional support and protection, so that they can provide a reference and help for other areas.
