Studying innovative ways to apply new generation of information technology, knowledge and intelligent means to construct new urban model become the hot spot of the theory and practice of urban construction. Wuhan plagued by urban problems for many years, its development status doesn’t match to its excellent location, abundant natural resources and other factors. Selecting to construct smart city is an effective way to solve urban problems and which is also a new direction to develop for Wuhan.A suitable construction model of smart city can effectively mobilize the scientific research institutions, enterprises and other stakeholders to actively participate in, which is an important guarantee of success. What kind of model can play such an effect, it need summary from the exploration of the theory and experience.Those cities who achieved remarkable results from home and abroad depended on appropriate construction model. According to local conditions, these cities mainly chose government-led model and corporate-led model. To Wuhan, the suitable pattern is government-led model for the inherence deep reason, this model is able to adapt the current situation in Wuhan. But the inherent deficiency promotes Wuhan keep changing in the process. That is to say, according to the experience at home and abroad, with the gradual improvement of urban planning, communication infrastructure, and demonstration projects gradually put into use, the subject of smart city construction will be related to more population and scales. The smart city construction in Wuhan should gradually transition from government-led mode to market-based approach.
