From the beginning of2000, Professor Jing Tiankui presented “Theory of theBaseline Equality” as a social policy theory, and discusses the three system contentsof Baseline Equality: the minimum living security system, public health andmedical assistance system, nine years of compulsory education system. It provides anew point of view to china’s scholars researching on social justice, as it is moreclose to the reality of China, also more easily.According to Professor Jing Tiankui’s theory, we do an analyze in the conceptof Baseline Equality, distinguish the line above pursuing of fairness, theresponsibility borne by the market and the enterprise, the line below pursuing ofequality, the responsibility borne by the government, the government must ensurethat all citizens enjoy the same power in the bottom line, it is the bottom lineresponsibility of the government, the government can not shirk the responsibility.Through subdivision in the three aspects of institutional content of BaselineEquality, establishing the fairness index system composed of18indicators.Using data of the2012national statistical yearbook, we do a principalcomponent analysis on the fairness index system,4factors precipitated, inconsistent with the three aspects of fairness system put forward by Professor JingTiankui. By calculating the comprehensive score, sort fairness of regional andprovincial municipality, get the following conclusions: Overall, the fairnesscondition of western is the best, the worst level of fairness is the east; relationshipof Baseline Equality with the economic development is not high; there is nonecessary relation between fair population and the bottom line. Finally, make twoexploration of the reasons in the gap between the bottom line fair area, and putsforward three suggestions: to improve the social security system; to promote thereform of the medical and health system; to achieve comprehensive coverage ofnine years of compulsory education.
