Research On Social Risk Of Smart City Construction In China

As an urban form driven by the new generation of information technology, smartcity is an inevitable trend of the future urban development. Although the government,enterprises and academia have realized the strategic significance of the smart cityconstruction, we still lack full understanding of the social risks that will beencountered during the construction of smarty cities. The study about the social risk ofsmart city construction is still relatively weak on the whole. There are somedeficiencies on the systematicness, comprehensive and structural features. Therefore, itis necessary to select an appropriate risk analysis method to systematically identify thesocial risks of smart city construction. This is of great significance to calmly deal withsmart city construction boom, improving the smart city theoretical system andenhancing the level of smart city construction.The social risk of smart city construction is a concrete manifestation of the risk ofsmart city construction on the social dimension. It’s a possibility of social loss in theprocess of smart city construction because of the lack of adequate social environmentconditions. It’s also a consideration of the impact of social environment factors on thesmart city strategic objectives. Specifically, the smart city construction will encounterthree dimensions of social risk. The first is the risk of social subjects, including the lowlevel of the quality of the people, the weak talents basis and the managers decisionsdeviation. The second is the risk of social system, mainly as the shortcomings of theorganizational collaboration mechanism, the laws and regulations system and thepolicy support system. The third is the other risk of social non-institutional factor,containing the challenge from the technical ethical criticism, the moral systemhysteresis and the social trust mechanism deletion. There is a need to develop effectivemeasures to prevent and avoid the social risks of smart city construction, which mainlyinclude the improvement of the ability of the social subjects, the perfection of policysystem on smart city construction, and the optimization of the social environmentfoundation.
