Study On Social Risk Evaluation System Of Floating Population In Shanghai

Since the reform,as the relaxation of population flow regulation by the country and the rapid development of urbanization,It formed a wave of continuous population elapse between urban and rural,between developed regions and underdeveloped regions,and the floating population gathering has become a common economic and social phenomenon in the development of big cities.Take Shanghai as an example,the Sixth National Census shows the number of permanent residents in Shanghai in2010 was 23.0191 million,of which 8.977 million were floating,accounting for39.0% of the total population.By the end of 2016,Shanghai had a population of24.1527 million,of which 9.8165 million were non-registered residents,accounting for 40.6% of the total population.The flowing of large-scale population make a significant contribution to the social and economic development to cities,and at the same time,it also form a huge impact on the existing urban population management system that on the basis of the household registration system,social security supply and a variety of interests distribution mechanism,also it has brought a lot of potential social risks.How to strengthen the social risk control of the urban floating population has become a major issue for city managers under the new situation.From the perspective of the general process of risk control,in order to realize the prevention and governance of social risk towards the floating population,it is necessary to strengthen the measure and assessment of risk,thus to build a scientific and reasonable,practically effective social risk evaluation system for the floating population has become the top priority.Based on the above judgment,this thesis will probe into the evaluation and prevention of social risk of urban floating population under large-scale populationmigration.Specifically,the thesis will be in accordance with the following thought and layout: the first part,on the basis of literature reading,to clarify the definition of social risk of floating population and social risk assessment,combing the related theory and model social risk evaluation of the floating population;The second part,based on relevant statistics and data,deeply tracing the space-time evolution of the floating population distribution in Shanghai,and identifying the characterization of the social risk of floating population in Shanghai,also analyzing the formation and amplification mechanism of social risk of the floating population;The third part,based on a preliminary understanding of social risk of the floating population and the related theoretical model,building the social risk of the floating population "pressure-state-response "(PSR)evaluation system,and explaining the evaluation process and the method.In the last part of the thesis,the research will use the social risk of the floating population "pressure-state-response "(PSR)evaluation system that has already built,simulating and evaluating on the social risk scenario of the floating population in Shanghai.on the one hand,to verify the scientific and practical of the evaluation system constructed by the study.on the other hand,to assess the degree and situation of social risk of the floating population in Shanghai preliminary,and based on the above,putting forward corresponding policy suggestions accordingly.The thesis integrated use demography,sociology and statistics and all related knowledge,adopting the combination of theory with practice,qualitative and quantitative methods,evaluating the social risk of the floating population in Shanghai preliminary through the application of the social risk evaluation system that has built,and found that Shanghai has formed the risk of scale,risk of distribution,risk of structure,risk of economic and employment,risk of social security,risk of social governance and other social risks that exist in the floating population.These risks are generally manageable,but there is still a possibility of further expansion in some areas and parts of the region.To promote the social integration of the floating population in Shanghai and to dissolve the social risk of the floating population,we must break the urban and rural dual social system and strengthen the management of the floating population and public services and increase the investment on warning of social floating population risk,etc.
