A Study On The Mechanism Of Government Guiding Public To Participate In The Education Reform

With the rise of China’s civil society and citizens’awareness of their rights, the enthusiasm of public participation in the education reform was increasing. People from all walks of life made an effort, so that public participation in the education reform achieved significant progress. To a certain extent that policy makers of education reform took public advice and suggestions into consideration. Our government made certain achievements in guiding the public to participate in education reform. Protection System of public participation in the education reform was initially formed. And the ways of participation was increasingly diverse. The practice of government guiding the public to participate in education reform was continually moving forward.However, through surveys of the status of current public participation in the education reform, we should clearly see that the current situation of public participation in the education reform is not satisfactory. Nowadays, public participation in the education reform is lack of organization. The majority of people is participating as individuals and is not well-organized. Then, access of public participation in the education reform is limited and people’s rights of participation cannot be protected. Moreover, different classes of people are not equally participating in the reform. And last, Protection System of public participation in the education reform is not comprehensive. Currently, China doesn’t have the law to manage and protect public participation in the education reform. In the face of onerous tasks of development and transformation, Internet which has more unknown areas than known and rising demands of rights, China should innovate and improve management system of education reform, change the education functions of the government, enhance service awareness and establish a long-term operational mechanism of government guiding public to participate in the education reform. The mechanism of government guiding public to participate in the education reform is a top-down guided participation, which can be established regarding service mechanism, guiding mechanism, protection mechanism and supervision mechanism of government’s guidance on public participation.
