A Study On The Guiding Strategies Of Public Opinion Of Local Governments In Sudden Public Events

China is still at the groping stage to deal with public emergencies,lacking unified public emergency laws and regulations and effective public opinion guidance strategies.However,sudden public events have great impact,great damage and great uncertainty.How the local government carries on the effective guidance needs the key research.Taking local government as the main body,this paper analyzes the existing problems in the guidance of government public opinion in public emergencies in China,and draws on the management experience and theoretical basis of foreign developed countries,such as "agenda setting theory" and "gatekeeper theory"."the theory of opinion leader",etc.,tries to find out the way and method of public opinion guidance from the basis and law of public opinion dissemination,combining the specific national conditions of our country,including the theoretical achievements and practical experience of our government's public opinion guidance of sudden public events.It analyzes the current situation of local government public opinion guidance,communication with the media,the system construction of information release,the improvement of network public opinion detection technology,and so on.A comprehensive study of the promotion of public emergencies in the local government public opinion guidance strategy.Put forward effective suggestion and countermeasure.With the increasingly powerful ability of self-media supervision and the rapid dissemination of information,local governments should change their past habits of passivity and delay in releasing information,strengthen joint collaboration with the media,and grasp the "voice power" at the first time when a public emergency occurs.It is also necessary to strengthen the comprehensive ability of leading cadres to deal with the media,to change the bureaucratic style of "officialdom" in the past,and to release information in the "approachable" language.If the local government insists on publicizing the information of events in accordance with the law,it can gradually establish its credibility and be more conducive to the guidance of public opinion.
