Newly-established undergraduate colleges rooted in the local place and there was a natural connection with local place,bearing the responsibility to promote the development of regional economy,and is the body of the local ordinary undergraduate colleges transforming to applied colleges.As of 2015,there were 678 newly-established undergraduate colleges(including independent colleges),accounting for 55.6%of the ordinary undergraduate colleges,which accounted for half of the undergraduate colleges.Currently,there are 12 newly-established public undergraduate colleges in Guangxi,accounting for 52.2 percent of the newly-established colleges in Guangxi.Newly-established public undergraduate colleges played an important role to promote the economic development of Guangxi,to cultivate applied talents to satisfy the needs of the economic development in Guangxi.But a lot of Newly-established public undergraduate colleges still existed many problems in the transformation process,such as the orientation does not change,the professional settings not embody the characteristics of applied,the teacher evaluation not highlight the requirements of technical skilled,etc.The causes of these problems were not only the inadequate in the implementation of policies in school,but also closely related to the external institutional environment.Based on the above situation,the government's guiding mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi is studied,and put forward the suggestions to perfect the government's guiding mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi.This study supported by Symbiosis Theory,combined with the methods of literature study,interview and expert consultation,newly-established public undergraduate colleges in Guangxi as the research subject.This paper made an in-depth analysis of the current situation and problems of the government's guidance of the newly-built public universities in Guangxi,learned from the experiences of government's guidance in the construction of technical universities in developed countries such as Germany,Finland and Japan,put forward some suggestions to improve the government's guidance mechanism of the transformation and development of newly-established public undergraduate colleges in Guangxi.Based on the above research ideas,this study is divided into six chapters.The first chapter elaborated on the research's background,research's purpose,research's significance,domestic and international research reviews,research's content,resear-ch's methods and innovation.The second chapter clarified the connotation of the newly-established public undergraduate colleges,the transformation and development in colleges,the concept of the government's guidance mechanism,and then introduced the theoretical basis of this study,Symbiosis Theory and its applicability in this study.The third chapter firstly introduced the general situation of the government's guidance in the transformation and development of the local universities in domestic.Secondly,it introduced the following five aspects:issuing local policies and regulations,providing financial support,breaking down the obstacles of system and mechanism,and providing the guarantee of organization mechanism,to discuss the present situation of the government's guiding mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi.The fourth chapter elaborated the problems existing in the government's guiding mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi,and analysis was made from the following five aspects:imperfect laws and regulations,imperfect policy formulation,insufficient investment in funds,inadequate platform construction,and assessment of regulatory deficiencies.The fifth chapter analyzed the experiences and inspirations brought by Germany,Finland and Japan in the construction of applied technology universities from the perspectives of law formulation,financial input and education quality supervision and evaluation,in order to improve the government's guidance mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi.The sixth chapter based on the above analysis,respectively from six aspects,further implement and improve the system of laws and regulations,the release of relevant policies and systems,the built of a platform for transformation and development,the establish of an effective incentive mechanism and the establish of perfect supervision and evaluation system,establish a mechanism for the cooperation between government,society and universities,this paper put forward some suggestions to improve the government's guidance mechanism for the transformation and development of newly-established public undergraduate colleges in Guangxi.
