Civil service training has become an important part of civil servant management system. The quality of civil servants directly affects our country’s administrative level and the future construction. But comparing to some countries, China’s civil servant system was established late, incomplete, and thus to have many problems to be solved, such as inadequate training content, single training form, theory’s separation from practice and lack of pertinence and effectiveness, etc. These difficult problems also exist in the training of tax officers. How to improve civil servants’ comprehensive ability including political quality, professional competence, management skills through a series of innovating trainings is a difficult task in front of training bodies. This situation requires that we must innovate the form of civil servants training and improve the effect of training. As one of the most popular training forms, the introduction of outward bound into tax system’s training institutions is a comprehensive refining and comprehensive supplement of orthodox education. Through experience projects, it discovers and solves problems to develop self-awareness and surpass ourselves in order to change the participants’ attitude towards life and work, improve their team spirit, working skills and working efficiency, arousing their enthusiasm and passion for work.After several years of exploration in tax system, with obvious function and effect, Outward bound still has many problems during its operation. This paper mainly uses the methods of literature study, comparative analysis, interviewing, and questionnaire survey and others to draw the following conclusion and suggestion:1. The tax cadres who participate in outward bound are most between forty and sixty years old, with less females and an inadequate understanding of this activity.2. The training institutes of tax system tend to regular and thematic outward bound as the main content. lacking of formal teaching innovation, half-day or one-day training methods, lack of flexibility.3. Trainers and trainees tend to outward bound positive attitude, there is a market development prospects.4. Through years of continuous exploration and research, outward bound in national tax institute has achieved significant effect of management, students teamwork capabilities has been effectively improved.Suggestions:1. The tax system’s training institutions should establish teaching quality evaluation system for outward bound course to improve its training effect.2. Training should belong to specific teaching department, under standardized management, guidance and supervision as well as other courses’ strict management, so as to refine the course system of outward bound. 3. Use existing conditions to provide society paid services and increase economic benefit and social benefit for training institutes.
