Many new requirements have been made to the development of higher vocationaleducation by the change in China’s social and economic systems, the rapid development ofinformation technology and the trend of higher education’s popularization. There is no doubtthat the exploration of the talent training mode has been an extremely important subject inpromoting the reform of higher vocational education and improving the educational qualitysince the flexible educational system was adopted in higher vocational education. Startingfrom the definition of the four basic concepts, namely, higher vocational education, flexibleeducational system, talent training mode, talent training mode in higher vocational education,based on the survey of the present talent training mode under the flexible educational systemin higher vocational education and the analysis of the survey’s results and the existingproblems, designed the corresponding plan to implement “the talent training mode underflexible educational system in higher vocational education” in the subject school, put it intoforce, and deeply explored the effects and the existing problems.The research seeks to answer the following questions: what scientific theories should befollowed when the flexible educational system is adopted in higher vocational education;whether the talent training objectives are appropriate and comprehensive; whether theteaching contents and curriculum system are scientific and reasonable; whether the teachingstrategies are proper and the evaluation system is objective; whether the relevant systemconstruction is complete; what reasons cause these problems; facing the existing problemsand their causes, what countermeasures should be taken to better achieve the talent trainingaims under the flexible educational system. The research focuses on the combination oftheory and evidence and is carried out in the methods of literature, questionnaire andbehavior.The paper consists of five parts:The first part is introduction, in which the questions are posed and the significance ofstudying them are stated. What’s more, the literary works relating to the subject both at homeand abroad are listed and analyzed. The methods in which the research is carried out areexplained and the four basic concepts, that is, higher vocational education, flexible educational system, talent training mode and talent training mode in higher vocationaleducation, are defined.The second part is the survey about the current situation of the talent training modeunder the flexible educational system in higher vocational education and the analysis of thefindings. The subjects are the teachers and students in two higher vocational colleges in thecity of Zhangjiakou. To what extent they know and are satisfied with the implementation ofthe flexible educational system, curriculum reform, teachers’ quality, internship and practicaltraining environment and evaluation methods is investigated by means of questionnaire andinterview. After the analysis of the survey’s data and the findings of the interviews, five issuesare found existing in the talent training mode under the flexible educational system in highervocational education. The first is teachers’ notion of the flexible educational system. They donot have a profound and comprehensive understanding of the system. The second iscurriculum provision. Electives are underrepresented. The cultural and artistic electivesprovided disagree with students’ real interests and hobbies. The knowledge system in thespecialized courses system has not been redesigned, that is, the design of the previoustraditional classroom teaching has not been transformed into the design of teaching moduleand module teaching has not been well conducted. The third is teaching methods. Theimpartation of theoretical knowledge is emphasized but the cultivation of vocational skills isneglected. The teaching methods used in the courses of practical training are dull and haveweak guidance on students’ full-time internship. The fourth is about the evaluation. Theevaluation contents are single-faceted and formative evaluation is not well reflected. The fifthis system security. The construction of the flexible educational system lacks depth and breadth.The system in the construction of teachers’ team is not sound and the management is notenough. It is difficult for practical training and internship to be effective aspects of teachingmanagement.The third part is the theoretical construction of “talent training mode under flexibleeducational system in higher vocational education”. First, MES mode, subjective educationtheory, five-stage circulatory talent training mode in higher vocational education, and the ideaof “integrity of teaching, learning and practice” are discussed to find the theoretical basisconnected with talent training mode under flexible educational system in higher vocational education. Then starting from the construction of reasonable system of training objectives, thepaper explores how to select teaching contents and curriculum system, how to chooseteaching strategies, how to evaluate students’ learning levels scientifically and objectively andhow to establish a series of system security on flexible educational system, teachers’ team,internship and practical training.The fourth part is the specific implementation of “talent training mode under flexibleeducational system in higher vocational education”. The implementation program is designedand put into effect. According to the analysis of the problems and their causes in the previoustexts, six aspects of measures are proposed. First, establish credit system and implementflexible educational system. Second, scientifically orientate talent training objectives underflexible educational system. Third, scientifically design the teaching content and curriculumsystem of “talent training mode under flexible educational system in higher vocationaleducation”. Fourth, change the teaching strategies of “talent training mode under flexibleeducational system in higher vocational education”. Fifth, establish new evaluation system ofstudents’ learning quality. Sixth, promote the construction of two systems of “talent trainingmode under flexible educational system in higher vocational education”. The effects of theprogram and the problems existing in implementation are rethought profoundly on basis ofanalyzing the results of the new questionnaire.The fifth part is the conclusion.
