Flexible learning has become one of the most important choices of the current models of cultivating talents, it reflects not only the changes of learning method and learning style, but also the basic transition of an educational concept. The implementation of flexible learning system has become a subject of worldwide higher education policy. Although the Chinese government has put forward the proposal of implementing the flexible learning system in higher schools in 1999, most studies are still limited in theoretical levels, whereas, studies on how to construct a concrete system suitable for Chinese universities are rarely found. From the perspectives of philosophy, the views of psychology and the theory of pedagogy, this article probes into the rational basic of the flexible learning system, traces the history of the flexible learning system and studies the reform experience in modern times. A concrete model of constructing the flexible learning system will be forward to. Hopefully, the study will serve as reference in the construction of the flexible learning system of Chinese universities.
