With the coming of neo-economy era, human resource has become fundamentally strategic in national economy and social development. Nowadays the quality of talents is dependent on the quality of education. The teacher is the key to improve the quality of education. Therefore the teachers have become a leading role in talents' training. In the thesis, we discuss the chances and challenges that universities are facing, such as the change that new era requires. This makes it become an urgent demand for a university to change the method of distributing and making use of resources, so that to improve its competence. At the same time, we analyze the problems and shortcomings existing in the teacher management system at present. From this, we obtain that it is very important for the development of our county's higher education and the implement of our country's talent plan.First, we discuss the origin of performance management, and analyze its meaning and its importance for human resource in this thesis. We also point out the problems and steps during implementing performance management.Second, we discuss its necessity and feasibility to implement performance management on teachers in universities because a simple performance method can fit the society environment at present So if we want to develop our county's higher education system, we have to have a revolution on teacher management system in universities.Then, by analyzing the differences and similarities between the management system for teachers and that for employees in company, we conclude that it is possible to manage the teacher in university based on a performance management system. In addition we also discuss the principles and methods for teacher performance management system. In this thesis, we propose that we must implement a performance management system from a systematic point, and pay attention to every step of this system. During implementing such a performance management system, an organization must be set up to ensure its implement, and to solve the relation between manager and teacher.
