In the new period of agricultural development, agricultural science and technology must be put on a more important position, especially to pay attention to the training of agricultural scientific and technical talent.However, due to the impact of historical, economic and political factors of history, issue quantity are few and the subsequent lack of strength, structural imbalance, low quality of existence of agricultural science and technology talents, in the way of forming mainly rely on formal education, occupation education and production practice in the form. As the first resources, human resources, strengthen the construction of human resources in rural areas, cultivating more rural scientific and technological talents, the effective promotion and popularization of agricultural science and technology, in order to realize synchronous development of agricultural industrialization, informatization, urbanization, agricultural modernization; Secondly, to solve the problem of agricultural science and technology talents, starting process, environment and so on all links must be from the talents, technology innovation of agricultural mechanism. The security mechanism and the incentive mechanism of agricultural science and technology literacy training, performance evaluation of science and technology agriculture, agricultural science and technology personnel for the formation of the four mechanism as the core, to develop agricultural science and technology talents as the goal of "four in one" linkage mechanism.Specifically, one is to improve the scientific literacy from the solid rural basic education, occupation education structure optimization, and raising the quality of service and innovative training model from four aspects; the two is to use the DEA method to make a scientific evaluation on Chenxi county personnel performance; three is according to the personnel living environment put forward security mechanism in thought, system, environment and funds; four is based on the incentive theory to establish a rational incentive mechanism.
