Study On The Run Mechanism Of Agricultural Universities Developing Agriculture Through Science And Technology

In our state, agricultural colleges and universities are in terms of state-run. After many years of the state's investment and construction, they have developed to be a system with huge contingent of science and education, perfect infrastructure, advanced research method and favored advantage. So they have already become an important part of agricultural technology expansion system and will play a more important part in the science and technology popularization system.Since the 1980s, taking use of their advantages, numerous agricultural universities have made a lot of researches and practice in developing agriculture through science and technology and had got inspiring effect. However, the function that agricultural universities server for regional economy and rural economy is still weak. The consciousness of active services is not enough, and the connection with local government and education administrative department is also not close so as to give birth to lots of problems and difficulty in work. Especially since entering WTO, Chinese agriculture faces flinty challenge and need to realize the aims of enhancing agriculture benefit, increasing farmers' income and the rural sustainable development. Therefore, how to seek the point of serves for the "agriculture, countryside and farmer", bring oneself advantage into play, enlarge the scope of services for rural regional economy, build a long-standing effective mechanism and further the technological service are important tasks for agricultural universities.Now, the major factors that restrict the agricultural universities science and technological service have agricultural technical risk factor, system factor and rural human resource factor. To solve the exited problems in practice, we can learn from America to seek and build the long-standing effective mechanism of developing agriculture through science and technology in our state. It also means that to build five systems including systems of policy supporting, system guarantee, organizational operation guarantee, interest guarantee and information guarantee system etc, considering the long-term interest, the agricultural and the whole national economy to realize the fast development of agriculture and countryside.
