The "13th Five-Year" National Science and Technology Talent Development Plan pointed out that the "13th Five-Year" is a key stage in transforming into an innovative country for China,we must study and master the new normal economy development and the new trends in the development of science and technology innovation carefully,implement the innovation driven development strategy and strive to improve our science and technology innovation capacity.In particular,it is important to bear in mind that the priority development strategy of implementing the priority of talents is regarded as the primary work of innovation driven development,and the agglomeration of science and technology talents in China.The agglomeration of science and technology talents is conducive to the exchange of new technology and new ideas.It can be said that the appropriate agglomeration of science and technology talents is the necessary requirement to improve the efficiency of regional innovation.Based on the industrial location entropy theory,regarding the location entropy of science and technology talents as the agglomeration degree of regional science and technology talents,this paper reflects the equilibrium degree of regional science and technology talents.Combining with the results of technological innovation efficiency during 2005-2016 in China,it analyzes the influence of science and technology talent agglomeration on regional technological innovation efficiency.By building beyond the logarithm production function model of the stochastic frontier analysis method can measure multiple input multiple output distance for determination of science and technology talents converging agglomeration factors of variable coefficient,from the perspective of empirical comprehensive evaluation of science and technology talent agglomeration effects on the efficiency of regional science and technology innovation in China.Finally,according to the "13th Five-Year" National Science and Technology Talent Development Plan "and the science and technology talent agglomeration,respectively from the science and technology talent agglomeration scale,strength,balance,we can make some suggestions that can improve the efficiency of regional science and technology innovation,accelerate the implementation of innovation driven development strategy,and improve science and technology innovation capacity.The study found that there are regional differences in the efficiency of science and technology innovation efficiency,the eastern region is higher than the central,western and northeastern regions,western area is the lowest.At the same time,the scale of science and technology talent aggregation and the degree of equilibrium are significantly positively related to the efficiency of science and technology innovation efficiency,and the aggregation intensity is significantly negatively correlated.In order to improve the efficiency of science and technology innovation efficiency and reduce regional differences,we should cultivate and attract science and technology talents in an aspects,guide the flow of science and technology talents reasonably and integrate the resources of science and technology talents.
