Chinese Men s Basketball team was beat by Korea and Chinese Taipei, inthe23rd Asian basketball championship, which it hosted in2013. Finally,Chinese Men s Basketball team got the fifth place which was worst recordin the history and failing to directly qualify for the2014Basketball WorldCup. Meanwhile, Chinese Women s Basketball team finished third, which wasthe worst in the last seven years, in Asian basketball championship inThailand. The control of scale of the domestic referees have made Chineseplayers are out of their element on the high level international stage. Thereare more and more mistaken and missed sanctions happened in the league thatillustrates the low refereeing standards of the domestic referees has impededthe development of China professional basketball. This research is based on documents, interviews, questionnaires and logicanalysis and pointed out the amateurization of the domestic referees hinderthe development of China professional basketball from the existing problems. In addition, I use the surveys and questionnaires of experts to make deeperanalysis about the main restriction factors of the professionalization ofthe referees. This research aimed to provide a theoretical reference forinstitutional reform of referee professionalization and made the system ofChina referees is geared to international standards.Through the study and analysis conclude as follows:1.There are many constrains of the referees professionalization, but themost crucial one is management factor. The decision of professionalizationis affected by the attitude of administration not the demand of market.Law-enforcing environment makes referees face with lots of pressures and thepersonal safety of referees is hard to ensure. There is no basic operationstructure for the referee professionalization.2.With the high development of socialist market economy today, economicfactors has become the main motivations for elites to become referees. Theclubs still struggle to make ends meet although some of them can achieveprofitability. They can t afford the high cost with supports the refereeprofessionalization which has been a restrict factor.3.Related laws, regulations, policies the professional refereesretirement benefits and resettlement problems which makes the refereesdifficult to give up a stable job in a higher risk for professional referees industry and the desynchrony of China’s current sports development and arethe main social factors for the restriction of China basketball refereeprofessionalization.4.There is a gap between the operation level of domestic basketballreferees and world basketball movement development. Chinese referees lostthe opportunities to charge and learn each other with high level of refereesin the international games; and the referees lack of the abilities tounderstand the international basketball federation issued new rules, thereferee method and English communication; the fuzzy about professionalreferee’s code of conduct and ethics also constrain China basketball refereeprofessionalization.
